Bachelor's degree or equivalent experience Business Development Manager – Manpower & Staffing Role Overview We are seeking an experienced Business Development Manager to lead our manpower/staffing business in Qatar. The role involves generating new business, managing manpower requirements—especially blue-collar categories—and coordinating with overseas suppliers to ensure timely deployment and achievement of manpower delivery targets. Key Responsibilities Business Development & Client Relationships Develop and implement business development strategy for manpower supply, staffing and outsourcing in Qatar. Identify, develop and manage blue-collar and white-collar manpower requirements from clients across sectors (construction, oil & gas, facility management, manufacturing, etc.). Generate leads and build a healthy sales pipeline through market mapping, networking, cold calling, portals and industry events. Prepare & present proposals, bids, and commercial offers for manpower supply and outsourcing projects. Negotiate terms, contracts, MSAs, SLAs, and pricing with clients. Manpower Requirement Generation (Blue Collar Focus) Work closely with clients to understand and forecast bulk blue-collar manpower needs (e.g., technicians, labour, operators, welders, fabricators, drivers, helpers). Create and manage manpower requirement plans based on project timelines and skill categories. Coordinate internally to ensure requirements are correctly documented, prioritised, and aligned with client needs. Supplier & Overseas Agency Management Identify, evaluate and manage overseas manpower suppliers, recruitment partners and agency networks in India, Nepal, Pakistan, Bangladesh, Philippines, Africa, etc. Conduct regular follow-ups with overseas agents to ensure availability, quality, and mobilization of blue-collar workers as per client timeline. Negotiate rates, service charges and delivery terms with overseas suppliers. Ensure supplier compliance with Qatar labour laws, visa requirements and ethical recruitment practices. Mobilization & Delivery of Targets Oversee end-to-end manpower mobilization: selection, documentation, visa processing, deployment, and onboarding. Track and ensure monthly, quarterly and annual manpower deployment targets are met or exceeded. Work closely with operations and recruitment teams to monitor progress and resolve challenges proactively. Improve delivery efficiency by coordinating between client, internal teams and overseas partners. Market Intelligence & Reporting Monitor manpower supply-demand trends and competitor activities in the Qatar market. Analyze performance metrics such as conversion rate, revenue, margin and deployment effectiveness. Provide timely reports, sales forecasts and business insights to management. Required Experience & Skills5–10 years of experience in manpower supply, staffing, outsourcing or recruitment—preferably in Qatar Strong experience in blue-collar recruitment, mass hiring and mobilization. Proven ability to manage overseas recruitment agencies and large-volume deployments. Excellent negotiation, client handling, proposal writing and closing skills. Knowledge of Qatar labour law, visa categories, GCC recruitment processes.
