ACCOUNTABILITIES:
- Responsible for GIS projects, implementing new tools, data model design and data objects.
- Responsible for providing GIS consultancy/expertise/advise/training to departments and individuals.
- Responsible for managing and maintaining the NOC GIS, web services, tools and data.
- Responsible for establishing robust GIS data management processes and workflows across NOC.
- Responsible for ensuring efficient access to and the integrity of the GIS tools and data.
- Responsible for ensuring the accurate positioning of data in the GIS.
JOB DIMENSIONS:
- Focal point for all GIS requirements in NOC.
- Administer & manage ArcGIS Portal based Web GIS platform to deliver GIS to all NOC staff.
- Develop, advise, maintain and respond to client requirements pertaining to the NOC GIS with data and tools relating to offshore facilities, seabed assets, seabed and subsurface information.
- Deliver GIS data projects per year.
ACTIVITIES:
- Promote the usage of the GIS throughout the company.
- Cultivate and maintain a strong relationship with internal stakeholders ensuring that GIS projects, data and geospatial products meet with their expectations and specifications.
- Pursue the continual improvement of processes and methodology and propose new and innovative developments and follow up their implementation.
- Source, load, convert, manage and ensure the timely delivery of new GIS data accounting for QC and ownership/confidentiality procedures and metadata updates.
- Create, publish & administer web services using ArcGIS Server.
- Develop and maintain the NOC GIS data model to ensure timely updates and efficient modifications.
- Provide support, resources and expertise to the Emergency Management and Oil Spill response teams (24h call rota).
- Support the development of a cohesive geospatial data strategy/framework and integration of data from all NOC domains.
- Maintain a strong link with the NOC IS department to ensure correct deployment of GIS projects and tools.
- Successfully execute, monitor and close out GIS projects by managing the planning, specification, tendering, contracting and implementation of GIS software solutions to ensure that technical and business objectives are met and that projects are completed on time and within budget. This includes managing requirements/scope, stakeholders, time, resources, communication, cost, integration, risk, quality and procurement.
- Report department activities to the Geomatics Lead with particular attention to decisions impacting the E&C Department and Emergency Management systems.
CONTEXT AND ENVIRONMENT:
- Provide GIS developments and support for internal stakeholders as required
- Assist Geomatics Lead in the tight financial and budgetary control of projects, contracts, materials and services. - Doha (Qatar) office.
- Standard office hours, 5 days a week.
QUALIFICATIONS & EXPERIENCE REQUIRED:
- Education: MSc in Geographical Information Systems.
- Professional experience: Minimum 10 years’ experience with GIS in the wider E&P domain.
- Technical competencies: Administration of ArcGIS Desktop/Server/Enterprise, experienced user of Portal for ArcGIS to manage and share web services, SDE data management, Python, AutoCAD, with demonstrable understanding of geodesy, topographic, hydrographic and offshore construction methodologies and the associated geospatial data deliverables.
- Knowledge of E&P software e.g., Petrel/Studio, Techlog, Compass, Flare, etc.
- Project management skills: PMI or PRINCE an advantage.
- Behavioural competencies: Must be able to work independently and be confident in leading the GIS for NOC, taking the initiative to always improve and develop the GIS. Strong communication skills and confident in making decisions.
