EPMO Program Manager

This is an on-site position to be based in Qatar.


Position Objective:

This role holds the responsibility of ensuring the alignment of all client projects with EPMO standards and methodologies. It involves imparting project techniques and best practice training to drive excellence.


Job Description & Responsibilities:

  • Collaborate with the Client Head of EPMO to analyze the project pipeline and propose adjustments to the project portfolio when necessary.
  • Formulate comprehensive program and project delivery plans, defining roles, responsibilities, and key milestones.
  • Enforce the utilization of standardized and approved project management tools, techniques, and standards across client business units.
  • Monitor the financial health of projects by analyzing costs, revenue, risks, and payment terms.
  • Facilitate technical feasibility assessments for project requests from external business units, in close consultation with relevant teams, and ensure alignment with requester on any scope modifications.
  • Conduct expense audits as needed to ensure adherence of project expenses to agreed terms.
  • Track project forecasting, encompassing risk and opportunity management.
  • Supervise weekly and ad-hoc project progress reviews with Project Managers, focusing on progress assessment, challenges, risks, conflicts, and deviations.
  • Lead project documentation and progress reporting in line with PMO standards and timelines, while maintaining EPMO templates and reference documents.
  • Uphold adherence of new projects to PMO standards and methodologies.
  • Perform evaluations of Project and Program viability against predefined PMO criteria for assessment by the Management Committee, providing necessary data to the Client's Head of EPMO for presentation to the Executive Steering Committee.
  • Provide training to business unit Project Managers on EPMO Methodologies, as well as general project planning and control techniques.
  • Monitor the development of project plans, offer expert guidance on plan formation, project controls, and observe processes based on the PMO Methodology and Standards.
  • Assist in implementing project tracking and program management tools, ensuring version levels, features, enhancements, maintenance, and testing are aligned before release.
  • Demonstrate expertise in refining PMO methodologies and processes, keeping them up-to-date and relevant within the client organization.
  • Define measurable KPIs for each program to effectively track its progress.


Qualifications & Experience:

  • Bachelor's degree in Science, Engineering, or Business Administration is a minimum requirement.
  • Overall 15 years of experience with a minimum of 5 years in managing EPMO functions within a large telecom organization.
  • PMI Certification in Project Management is essential, with a proven track record in identifying project variances, issues, and potential risks that might impact project timelines.
  • Exceptional written and verbal communication skills, coupled with strong presentation abilities.
  • Proficiency in maintaining transparent communication across the client on PMO, Project, and Program Management practices.
  • Skilled in guiding Project/Program stakeholders to enhance project profitability.
  • Demonstrated capability in delivering best practice training and mentorship to business unit project managers in project management skills, including the utilization of Microsoft Project for project plans and innovative features to facilitate project control and management.
  • Proficiency in the English language is a must.
  • Proficient in Microsoft Office tools, capable of preparing executive-level presentations, project progress trackers, and dashboards.
