Job Summary
The Fuels & Lubricants Strategy & Capital Planning Division has a critical role within This Company's Downstream operations. Its primary responsibility is to identify, evaluate, and optimize the capital program for all Downstream assets. To achieve this objective, the division conducts thorough reviews and assessments of both regional and global energy markets. These reviews include analyzing energy outlooks, economic and financial evaluations, pricing forecasts for oil, refined products, and chemicals.
In addition to market analysis, the division engages in competing scenario planning to anticipate various potential outcomes and their implications. It also conducts comprehensive analyses of energy policy shifts and regulatory environments, carefully evaluating their potential impacts on This Company's strategic and competitive positioning. By performing these essential functions, the Fuels & Lubricants Strategy & Capital Planning Division plays a crucial role in ensuring the optimal allocation of resources, strategic decision-making, and the overall success of This Company's Downstream assets.
Responsibilities:
- Identify and propose value-driven opportunities on asset-level and regional basis to enhance overall profitability, aligned with the company's strategy and long-term goals.
- Evaluate the impact of market changes on the economics and competitiveness of capital program projects.
- Review and provide comments on the inclusion of new projects in investment plans, and update plans accordingly.
- Conduct feasibility studies on refineries and petrochemical facilities, focusing on technical and economic justifications and developing long-term business strategies.
- Evaluate growth project proposals and Joint Venture (JV) offtake arrangements.
- Assist in the technical development and economic justification of capital programs.
- Perform process, system, and economic evaluations of existing and potential refining and petrochemical facilities.
- Oversee evaluations of major refining and petrochemical facilities conducted by others.
- Prepare and deliver presentations to Corporate management on refining and petrochemical investment opportunities.
- Mentor less experienced facilities planning professionals.
Requirements:
- This role required candidate to permanently relocate at Dhahran, Saudi Arabia.
- Bachelor's degree in Chemical Engineering or a related field. An MBA or relevant advanced degree is strongly preferred.
- 10+ years of professional experience in relevant refining and chemicals industries, with at least five years dedicated to strategy and capital planning programs.
- Experience in providing consultation and conducting refining and strategy-related reviews and studies, both individually and as part of a team.
- Thorough knowledge of engineering practices, economic principles, and calculation methods.
- Expertise in international business and cross-cultural professional practices.
