JOB SUMMARY
The Head - Costing, SLR and PLICS is responsible for the full implementation and delivery of Service Line Reporting/Management (SLR/SLM) and Patient Level Costing (PLICS). This will require the post holder to work closely with Senior Management, Senior Clinicians, Operational Managers IT and Finance colleagues to ensure a successful implementation.
The post holder is responsible for managing the available information and advises Senior Management and Operational Managers on how to use the information as an effective management tool to drive improvements and efficiencies across the organization.
The post holder is responsible for the production of finance, Activity and KPI reports from the costing system that will be required by all levels of management and the MoPH.
KEY ROLE & ACCOUNTABILITIES
- Manages the Costing and Business Analytics Section including vendor agreements.
- Supervises the day-to-day activities of the Management costing associate/accountant role.
- Responsible for the implementation and delivery of Service Line Reporting/Management (SLR/SLM) and Patient Level Costing(PLICS), this will require the post holder to work closely with Senior Management, Senior Clinicians, Operational Managers IT and Finance colleagues.
- Responsible for the build and maintenance of the Costing Model and updates as required including the formation of business drivers.
- Organizes and classifies services & costs into “Service Lines”, identifies key indirect/overhead cost areas for analysis and researches the most appropriate methodology of allocating each type of overhead cost.
- Liaises with service leads in authenticating their structures ensuring all direct and indirect costs have been accounted for within the model.
- Carries out a review to ensure services receive the correct estate and overhead cost allocation.
- Gathers information on activity levels, service provision and allocated costs.
- Communicates effectively with internal and external stakeholders.
- Deals with frequent interruptions from third parties, which may require the costing and business analytics team to change from one task to another in response to requests for specific information by a specific deadline.
- Maintains clear and well-documented processes and procedures for the Costing and Business Analytics team to ensure continuity.
- Manages the requirements for data flows for the costing process, liaising with the Information Department and all service departments, ensuring that timely, accurate and appropriate information is provided. This will include influencing the development of systems for recording activity data throughout the hospital, ensuring fitness for purpose.
- Responsible for the provision of meaningful reports on the activity, income and cost performance of all service lines/specialities/departments and patients to be shared with Finance and Performance Managers, Divisional/Clinical Directors and Service Managers including advice on the interpretation of the information.
- Leads on the implementation and development of Business Intelligence(BI).
- Responsible for the supply of information required for business cases, business planning and budget setting, assists with the preparation of business cases, designs, builds and documents various spreadsheets to aid costing and data analytics.
- Responsible for the preparation of costs of service by DRG for internal benchmarking purposes and financial performance compared to revenue recovery.
- Provides ad-hoc analysis and reporting and leads various improvement projects.
- Reviews and approves general ledger accounts assigned to cost accounting.
- Responsible for month-end close in cost accounting areas.
- Manages the coordination with IT department on system issues, maintenance and developments to improve the cost accounting function and timeliness of reporting.
- Proactively influences the development of systems for recording activity data throughout the hospital, ensuring fitness for purpose.
- Responsible for the production of costing reports required for internal and external reporting.
- Develops effective controls around processes where appropriate.
- Responds to queries, suggestions and complaints at a high level when necessary.
- Attends management and staff meetings.
- Assists with the preparation of business cases.
- Constructs data accumulation systems for a cost accounting system.
- Responsible for all cost benchmarking exercises.
- Works with the Information Department and other database administrators within Sidra to identify and extract the data required for the Patient Level Costing model
- Deputizes for the Manager - Accounts Receivable and Revenue Analysis as appropriate.
QUALIFICATIONS & EXPERIENCE
Education:
Bachelor’s Degree in accounting, commerce or equivalent
Experience:
- 7+ years of experience in a similar or related role inclusive of 2 years of progressive management experience
- Experience in Operational Health Care facility supporting service line & patient-level costing
- Experience with ERP Systems (such as Oracle Fusion)
Certification
Accounting Certification (such as ACCA, CIMA, CGA, CPA, or equivalent)
