Head of BD & Government Consultancy Services

Job Summary: The Head of Government Consultancy Services will be responsible for leading the expansion of government consultancy services in Qatar.


Key Responsibilities:

Business Development:

Work with joint venture partners in Qatar to gain access to government-level contacts and decision-makers.

Build and maintain strong relationships with senior government officials and stakeholders to secure long-term contracts and partnerships.

Identify and secure multi-year contracts with governments and municipalities


Project Management:

Establish new projects in Qatar, replicating successful models from Saudi Arabia.

Oversee the delivery of key government contracts, ensuring they meet financial goals and the highest standards of quality and efficiency.


Strategic Leadership:

Develop and implement strategies to sustain growth and profitability within the government consultancy sector in Qatar.

Maintain and grow Applus' market share by ensuring competitive positioning against local companies and multinational professional services firms.

Coordinate closely with the Qatar management team to align government consultancy initiatives with broader business objectives.


Financial Management:

Achieve financial targets, including revenue growth and above-average AOP margins, with a focus on securing multi-year and multimillion dollar contracts.

Ensure the sustainable contribution of government consultancy projects to Qatar entity’s financial performance by diversifying the portfolio.


Experience & Qualifications:


  • Educational Background:
  • Bachelor’s Degree: A degree in Business Administration, Public Administration, Engineering, Economics, or a related field is essential.
  • Master’s Degree (Preferred): A Master’s in a related field would be advantageous, particularly if it includes a focus on government or public sector management.
  • Experience:
  • 10+ Years of Experience: The candidate should have at least 10 years of relevant experience, with a substantial portion of that time spent in senior leadership roles within consultancy – Especially valuable if related to Government, public sector management, or related fields.
  • Significant Local Experience: A deep understanding of the Qatar market is essential. This includes experience in managing large-scale projects, dealing with government entities, and thriving within the regional business culture.
  • Technology: Government clients are looking for the integration of artificial intelligence and automation in their administrative processes. The jobholder must have a solid understanding of how these technologies are applied.
  • Proven Track Record: Demonstrated success in business development, particularly in securing high-value government contracts, and experience in managing projects with significant financial impact is crucial.
  • Language and Cultural Awareness
  • Fluency in English & Arabic is essential

In addition to the qualifications, experience, and skills listed above, the job holder must be culturally sensitive and adaptable, with a strong understanding of local customs and business practices.
