Lead of SHES (Training)

Job Purpose

•   Provide SHES direction, guidance and leadership to MAJOR PROJECT Onshore PMT and CONTRACTOR(s) across all EPC Packages within the assigned area.

•   Perform oversight of MAJOR PROJECT Onshore SHES training management process to ensure compliance with all Project and Client Greenfield and Brownfield training requirements.

•   Support PMT SHES teams in all EPC packages and CONTRACTOR training teams in the implementation and verification of the MAJOR PROJECT Onshore and EPC CONTRACTOR SHES Training Plans and Procedures through systematic training management reviews.

•   Support the MAJOR PROJECT Onshore EPC CONTRACTORS and provide expert advice and guidance on SHES training management, training performance measuring and continual improvement to all PMT and CONTRACTOR personnel at all levels of the organisation, and during all phases of the Project. 

•   Supports the SHES Systems Head and SHES Excellence Division Manager in developing, evaluating, and continually improving the SHES Performance Excellence elements of the PMT and CONTRACTOR SHES management systems, and the effective implementation of SHES training plans and procedures at site in accordance with the requirements stipulated in the Contract SHES Instructions Part 1 to 5, and CONTRACTOR’s SHES plans and Procedures.


Key Job Accountabilities

•   Supports the MAJOR PROJECT Onshore project in all SHES related disciplines and scope of work but with specific SHES focus on training management system, training performance monitoring, contractual training compliance, and continual improvement of training related management system elements.

•   Supports the SHES Systems Head and Excellence Division Manger Shared Resources as the key focal point for the overall project SHES training management.

•   Provides oversight of EPC CONTRACTORS and Subcontractors SHES training management systems and drives performance excellence in all training related aspects. 

•   Support SHES audits relevant to the project SHES training management system and participates in PMT and CONTRACTOR SHES training assurance activities as required.

•   Support implementation of MAJOR PROJECT Onshore SHES Training Programs and performs assessments of effectiveness of all training programs for both COMPANY and CONTRACTOR. 

•   Provide strategic advice and support to the SHES Excellence Division Manager and ensures effective implementation of SHES training consistent with established MAJOR PROJECT SHES strategy, goals and objectives.

•   Assist the SHES Excellence Division Manager with development, implementation, and stewardship of a comprehensive and integrated MAJOR PROJECT Onshore SHES Training Program.

•   Coordinate Third Party training as required and oversees the delivery of such training in accordance with established service agreements.

•   Act as advisor when requested in the development of project SHES training policies and procedures.

•   Keeps up to date with international developments in safety training for potential continual improvements of SHES Training programs.

•   Supports the development of other knowledge transfer and sharing tools, such as SHES workshops, coaching, and forums.

•   Supports the PMT and CONTRACTOR Craft Training focal points in developing and implementing craft training across all EPC packages.

Skills

Qualifications

•   Bachelor’s degree, or NVQ equivalent. 

•   Professional/Vocational Qualification in Occupational Health & Safety (e.g. NEBOSH ICG, BSC Level-3)

•   International Recognized Training Qualification (e.g. PTLLS)

•   NVQ Level 3 (or equivalent) Qualification in Assessing Vocational Competence

•   International recognised OHS MS Lead Auditor


Knowledge and Key Skills

•   Minimum of twelve (12) years industry relevant HSE experience with specific responsibilities in Brownfield and Greenfield training and management and delivery and competency assessments.

•   International project experience with Tier-1 EPC Contractors or Client, involved in the construction of onshore production facilities (i.e. greenfield and brownfield work).

•   Sound knowledge of the project execution process in large-scale project environments (expenditure >US$ 1 Bn).
