CONSTRUCTION SUPERVISOR (INSTRUMENT & CONTROL)

Primary Duties and Responsibilities:

  • Supervise the EPIC Contractors during the execution of construction, installation, pre–commissioning & commissioning activities at construction site.
  • Demonstrate leadership in planning and execution, driving EPIC contractor to deliver as per project milestones.
  • Participate in reviewing detailed design drawings, method statements, material requisitions, review and approval of Redline markup drawings, development of As-Built drawings/documentation, etc.
  • Co-ordinate mobilization and de-mobilization of contractors on site.
  • Supervise and approve construction activities and co-ordinate various aspects of project construction including inspections, material submissions and working drawings from contractors, and processing documentation as required.
  • Carryout daily checks on contractor’s work carried out in order to ensure compliance with prescribed contractual specifications.
  • Review contractors’ construction plans (WBS - Work Break Structures) and schedules including method statements and JSAs.
  • Maintain a daily record of progress (daily diary) noting special comments. Reports to supervisor work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions.
  • Accountable for supervising contractor’s work that is in progress, inspecting work, reporting problems and preventing accidents occurring as a result of negligence, by enforcing QP QatarEnergy safety standards on the work site.
  • Inspect construction works and materials in accordance with project quality plans and inspection & test plans (ITPs).
  • Handle all aspects of Construction activities of Field Instruments, PLC, DCS, Calibration of Instruments, Access Control systems, Structured Cabling, CCTV, BMS, PAGA, Fire Alarm Systems, Telecom systems, Fiber Optic Cabling, Process systems etc including site investigations, site surveys etc. Co-ordination of finalizing cable entries, cable routes, cable diversions etc.
  • Manage and supervise cable tray installation and Instrument Control Cable laying & termination works, Fiber Optic cable installation & splicing works, Telecom and security systems (CCTV and ACS), Fire Alarm Control Panels & systems, Repeater Panels, Mimic Panels, Control junction boxes, Panels, instrument earthing, cable loop checking, instrument calibration etc.
  • Works closely with other discipline QatarEnergy Construction Supervisors (Mech/ Elect/ Civil/ Arch) and carryout all required coordination with other disciplines (Mechanical/ Electrical/ Civil) & interfaces including HVAC works, Fire alarm & Loss prevention system works, Building Services works and etc.
  • Co-ordinate with concerned team member and End Users to resolve site issues and to advise contractor to raise any required technical queries for QatarEnergy review and approval.
  • Sign work permits on behalf of QatarEnergy and to ensure that contractor’s compliance with work permits.
  • Follow up with Contractor for the early closeout of the punch points.
  • Report to QatarEnergy Senior Construction Supervisor on main issues, events at site, progress reporting, trends and recommendation for improvement.
  • Liaise and report with the QC Inspector on quality related matters.
  • Liaise with the HSE Supervisor on safety related matters.
  • Provides Instrumentation/ELV system pre-comm/comm expertise & guidance, to lead safe execution of the pre-comm/commissioning scope of work in accordance with project deliverables and execution schedule.
  • Guide contractor to develop instrument pre-comm/Comm check sheets, procedures, work packages, etc.
  • Co-ordinate pre-commissioning activities and assist during commissioning of facilities.
  • Initiate Mechanical Completion Certificates (MCC), Hand Over Certificate (HOC), Acceptance Certificate (AC), and facilitate the issuance of Project Completion & Discharge Certificates.
  • Witness pre-commissioning, commissioning, SAT and P-SAT activities for equipment.
  • Prepare Punch list for finished work prior to hand over to QatarEnergy by contractor by paying special attention to all ELV equipment including Quality checks.


Skills

Qualification:

  • Candidate must possess a full time Degree in Instrumentation & Control / Electronics & Instrumentation / Electrical & Electronics / Electronics & Communication Engineering from an internationally recognized University with extensive construction related experience. Candidate must possess good skills in construction management, effective communication, conflict resolution. Relevant courses in HSE (IOSH), QAQC and construction are preferred.

Experience:

  • Candidate should have a minimum of 12 years overall Instrumentation & Control and ELV experience in construction, installation, pre–commissioning & commissioning in Oil and Gas industries, Buildings, Control Rooms, Process Industries etc.
  • Must have good verbal and written communication skills to interface and communicate with internal and external departments, agencies, contractors and vendors.
  • Experienced in the implementation of construction industry best practices, systems, processes, and standards.
  • Pre-commissioning and commissioning of Oil and Gas, Buildings, Control Rooms, Process Industries etc. including experience at a supervisory level, with relevant experience in Field Instruments, PLC, DCS, Calibration of Instruments, Access Control systems, Structured Cabling, CCTV, BMS, PAGA, Fire Alarm Systems, Telecom systems, Fiber Optic Cabling, Process systems etc.
  • Ability to interpret methods statements, construction schedules, and drawings.
  • Good skills in construction management, effective communication, conflict resolution.
  • Able to resolves problems at site technically & contractually.
  • Having exposure with multinational contractors.
  • Aware of related Permit to Work procedures, construction standards, safety standards, Job Safety Analysis
  • Both Brown field and green field experience is preferred.
  • Good understanding of International (ISA /IEC) standards and best practices.
  • Good knowledge in reading and understanding Equipment Layout drawings, Instrument P&ID, Schematic, termination drawings etc.
  • Good understanding of System completion process and associated phases such as MCC walkdowns, PSSR , Punch Listing etc.
