Job Description

The Program Manager is responsible for planning, executing, and overseeing a large-scale, multi-entity Fin Ops and Software Asset Management (SAM) program across multiple cloud environments. This role ensures alignment across all delivery workstreams, manages program-level dependencies and risks, and delivers the program on time, within scope, and within budget, while embedding Fin Ops Foundation principles, best practices and governance across all participating entities.

Responsibilities

Develop comprehensive program plans and timelines, including scope, objectives, deliverables, milestones, resources, and budgets aligned to organizational goals, covering all entities in the program's scope.

Monitor program performance on an ongoing basis, proactively identifying risks, issues, and scope changes, and driving timely resolution to keep delivery on track.

Own overall program budget, resource allocation, and financial performance, ensuring the program is delivered within approved cost and resourcing parameters

Collaborate with stakeholders, including program sponsors, business users, project managers, delivery teams, and external vendors, to ensure program objectives and expectations are met.

Communicate program status, progress, and risks to all stakeholders, ensuring they are informed and engaged throughout the program lifecycle.

Ensure compliance with program management best practices, methodologies, and industry standards, including SAFe, PMBOK, Prince2, Agile, and SCRUM.

Embed Fin Ops Foundation and SAM best practices, capabilities, and maturity model guidance across the program's delivery approach.

Own the program-level governance structure (steering committees, reporting cadence, escalation paths) and represent the program to senior client and internal stakeholders.

Qualifications

Desired Educational Background:

Bachelor's degree in Business, Engineering, IT, or a related field

Language Requirement

English (mandatory); Arabic (preferred)

Desired Experience

8+ years of experience in project or program management Proven experience managing complex, cross-functional, multi-entity programs, preferably for government entities Strong understanding of project/program management methodologies (Agile, Waterfall, Hybrid, SAFe) Experience in cloud cost management, Fin Ops, or cloud governance engagements is desirable Fin Ops Certified Practitioner (mandatory); Fin Ops Certified Professional (preferred) Excellent leadership, communication, and stakeholder management abilities Strong analytical, problem-solving, and decision-making abilities
