Purpose of the Job
Phillips Page Associates (PPA) is a growing international consultancy specialising in Mission Critical Infrastructure and Data Centre Engineering, delivering complex MEP, ICT and Security design solutions across the UK, Europe and the Middle East.
PPA is building a permanent, full-time, site-based Project Management Consultancy (PMC) team in Qatar to support its growing mission-critical project portfolio.
The Project Manager leads the PMC team on site and holds full accountability for project delivery – scope, schedule, budget, quality and safety – acting as the primary interface with the client.

Lead the PMC team delivering the project on behalf of the client Own overall project delivery: scope, schedule, budget, quality and safety Act as the primary client interface and represent PPA on site Manage PMC discipline leads and coordinate with contractors and design teams
Job Accountabilities
Project Leadership & Delivery
· Lead full-time, site-based PMC delivery of mission-critical projects in Qatar on a permanent basis, from mobilisation through to handover.· Own overall project governance, ensuring delivery stays aligned with client objectives, approved scope, budget and schedule at every stage.· Define the project delivery plan, governance structure and RACI, and ensure the PMC team understands its roles and reporting lines.· Chair project progress and steering meetings, and issue regular, accurate status reporting to the client and PPA leadership.· Identify, escalate and resolve critical issues, risks and change requests before they impact delivery.· Ensure each project phase – design, procurement, construction and commissioning – is formally reviewed and signed off before progressing to the next.
Client & Stakeholder Management
· Act as the primary point of contact for the client on site, representing PPA at client governance and steering meetings.· Build and maintain strong working relationships with the client, main and sub-contractors, designers, and relevant Qatari authorities.· Manage client expectations proactively, ensuring transparent, timely communication throughout the project lifecycle.· Coordinate with utilities, authorities and permitting bodies to support approvals and statutory compliance.
Team Leadership & Resourcing
· Lead and manage the PMC discipline team (Technical & Commissioning, QA/QC, Planning, HSE, Project Controls) on site.· Plan resourcing needs, allocate team members to project priorities and monitor workload and performance.· Set clear objectives for direct reports, conduct performance reviews and support their development.· Mentor and coach team members, building institutional PMC capability within the Qatar office.
Design & Technical Coordination
· Oversee the review and approval of design deliverables submitted by the design consultant/contractor.· Ensure design intent is carried through consistently into procurement, construction and commissioning.· Resolve technical and interface issues between disciplines, contractors and the client's technical team.
Procurement & Contract Management
· Support tendering, contractor and vendor selection, and contract award processes.· Oversee day-to-day contract administration for main and sub-contracts, ensuring compliance with contract terms.· Manage variations, claims and disputes, working with commercial/legal support as required.
Commercial & Cost Management
· Own the overall project budget, cost forecasting and monthly cost reporting.· Review and approve payment certificates and monitor actual cost against the approved budget.· Manage contingency, change control and cost risk across the project.
Schedule & Risk Management
· Oversee the master project programme and critical path, ensuring the Planning Engineer's outputs are accurate and actionable.· Monitor progress against key milestones and intervene early where delays are identified.· Own and maintain the project risk register, and lead regular risk review sessions with the team.
Quality, HSE & Compliance
· Ensure the project quality management plan and HSE management plan are implemented, audited and enforced on site.· Chair or attend site safety reviews and quality review meetings, holding contractors accountable for performance.· Ensure project delivery complies with contractual requirements and all relevant Qatari regulations and permits.
Commissioning & Handover
· Oversee execution of the commissioning strategy, working closely with the Technical & Commissioning Manager.· Ensure a smooth, well-documented transition to the client's operations team, including resolution of snagging and defects.· Ensure as-built documentation, O&M manuals and close-out records are complete and delivered on time.
Technical Knowledge Strong knowledge and hands-on experience required across
· Full project lifecycle management for mission-critical/data centre construction projects.· Contract administration (e.g. FIDIC or similar forms of contract).· Cost control, schedule management and risk management.· The Qatar construction market, regulatory and permitting environment.· Stakeholder and client management on site-based projects.
Qualifications & Education
· Degree in Engineering, Construction Management or a related field.· PMP or equivalent project management certification preferred.
Experience
· 10+ years in project/construction management, including mission-critical or data centre projects.· Proven experience managing PMC or consultancy teams on site-based projects.· Experience working in Qatar or the wider GCC region preferred.
Knowledge & Skills
· Strong leadership and team management skills.· Excellent client-facing and stakeholder management skills.· Strong commercial and contractual acumen.· Fluent English; Arabic an advantage.
