Lead and manage the end-to-end HR and Administrative functions
Develop and implement HR strategies, policies, procedures, and processes aligned with business objectives and local employment regulations.
Manage the full recruitment lifecycle, including manpower planning, job descriptions, sourcing, screening, interviewing, selection, offer negotiation, onboarding, and employee integration.
Partner with management and department heads to identify workforce requirements, prepare manpower plans, and ensure timely recruitment of suitable talent.
Manage recruitment through multiple channels, including job portals, recruitment agencies, professional networks, referrals, and direct sourcing.
Oversee employment contracts, visa/work permit processes, mobilization, joining formalities, employee documentation, and personnel records.
Manage employee lifecycle activities including onboarding, probation, confirmation, transfers, promotions, performance management, disciplinary actions, and exits in line with the local labor laws.
Ensure compliance with applicable labour laws, immigration requirements, employment regulations, and statutory obligations.
Establish and maintain HR policies covering attendance, leave, compensation, benefits, travel, employee conduct, grievance handling, and disciplinary procedures.
Manage payroll coordination, salary structures, employee benefits, leave records and settlements , attendance, and other HR-related compensation matters.
Handle employee relations and provide guidance to management and employees on HR policies, workplace issues, grievances, and disciplinary matters.
Develop and maintain accurate and confidential employee records, HR databases, personnel files, and management reports.
Coordinate with PRO for transfers, renewals, employment visa, licensing, and administrative requirements.
Oversee general administration across both companies, including office facilities, accommodation, transportation, travel, insurance, company assets, vendors, and office services.
Manage HR budgets and administrative expenses, ensuring cost control and efficient utilization of resources.
Develop HR reports and dashboards covering headcount, recruitment status, turnover, absenteeism, manpower costs, employee movements, and other key HR metrics.
Lead employee engagement, retention, training, development, and organizational culture initiatives.
Support management in organizational restructuring, workforce planning, succession planning, and strategic HR decision-making.
Coordinate with finance and management teams on payroll, manpower costs, employee benefits, and budgeting.
Manage and develop HR and administrative team members, ensuring clear responsibilities, performance standards, and service delivery.
Act as the primary point of contact for senior management on HR, recruitment, employee relations, administration, compliance, and workforce matters.
Bachelor’s degree in Human Resources, Business Administration, Management, or a related discipline. A Master’s degree or professional HR qualification such as CIPD, SHRM, or equivalent is an advantage.
9–15+ years of progressive HR and administration experience, preferably within the GCC, with demonstrated experience of at least 5 years in a Managerial role.
Strong hands-on experience managing end-to-end recruitment, from manpower planning and sourcing through interviewing, selection, offer negotiation, onboarding, and employee mobilization.
Proven experience managing HR operations for multiple companies, business units, or locations
Strong knowledge of Qatar Labour laws, employment regulations, visa/work permit requirements, and HR compliance.
Demonstrated ability to develop and implement HR policies, procedures, systems, and processes in line with business requirements and local regulations.
Experience in managing the complete employee lifecycle, including onboarding, probation, performance management, promotions, transfers, disciplinary matters, employee relations, and exit formalities.
Strong experience in manpower planning, workforce budgeting, organizational development, employee retention, and succession planning.
Proven ability to manage payroll coordination, compensation and benefits, attendance, leave, employee records, and HR reporting.
Strong employee relations skills, with the ability to resolve workplace issues professionally and provide sound HR guidance to management and employees.
Experience coordinating with PRO, recruitment agencies, insurance providers, and external service providers.
Strong administrative management experience covering facilities, accommodation, transportation, travel, office services, assets, vendors, and general company administration.
Excellent leadership and people-management skills, with experience building and managing HR/administration teams.
Strong stakeholder-management skills with the ability to work effectively with senior management, department heads, employees, and external partners.
Highly organized, detail-oriented, confidential, and capable of managing multiple priorities across two countries.
Strong analytical and reporting skills, with the ability to use HR data and metrics to support management decision-making.
Proficiency in HRIS, Microsoft Office/Excel, recruitment platforms, and digital HR systems.
Excellent English communication skills, both written and verbal. Knowledge of Arabic is highly desirable.
Strong commercial awareness and the ability to balance employee needs, business objectives, compliance, and cost efficiency.
GCC experience, particularly in a multi-company or multi-country environment, is strongly preferred.
