• Analyse client and business requirements and translate them into functional specifications, technical designs, solution architectures, workflows, data models and implementation plans.
• Design, configure, customise and administer Esri solutions, including ArcGIS Pro, ArcGIS Enterprise, ArcGIS Server, Portal for ArcGIS, ArcGIS Online, Experience Builder, Dashboards, Survey123, Field Maps, StoryMaps and related components.
• Develop and support non-Esri and open-source GIS solutions using technologies such as QGIS, GeoServer, MapServer, PostGIS, OpenLayers, Leaflet, CesiumJS, GDAL/OGR, GeoNode and equivalent geospatial platforms.
• Develop web, desktop and mobile GIS applications, reusable components, widgets, geoprocessing tools, scripts and APIs using Python, ArcPy, JavaScript/TypeScript, SQL, REST services and other relevant technologies.
• Design and maintain enterprise geodatabases and spatial databases, including schemas, feature classes, domains, subtypes, relationships, topology, versioning, spatial indexing, archiving and replication.
• Perform spatial data conversion, migration, cleansing, transformation, validation and quality assurance; define coordinate systems, projections, metadata and data governance requirements.
• Publish and manage map, feature, imagery, geoprocessing and vector-tile services while ensuring suitable security, availability, performance and access controls.
• Integrate GIS platforms with enterprise and operational systems such as ERP, CRM, asset management, fleet tracking, IoT, document management, business intelligence, mobile applications and third-party databases or APIs.
• Implement and consume OGC and industry-standard services and formats, including WMS, WFS, WMTS, WCS, REST, GeoJSON, KML and GML, and support hybrid Esri/non-Esri architectures.
• Perform advanced spatial analysis, network analysis, suitability modelling, spatial statistics, raster and imagery processing, 3D GIS and digital twin use cases where applicable.
• Participate in the full project lifecycle: discovery, estimation, requirements, design, development, testing, deployment, training, handover, support and closure.
• Prepare technical proposals, statements of work, architecture diagrams, bills of quantities, effort estimates, implementation methodologies, demonstrations and proof-of-concept solutions.
• Prepare and execute unit, integration, system, performance and user-acceptance testing; investigate defects and ensure deliverables meet approved requirements and acceptance criteria.
• Deploy, monitor, troubleshoot, maintain, patch and upgrade GIS applications, services and databases across development, testing, staging and production environments, including on-premises, cloud and hybrid deployments.
• Provide technical support within agreed SLAs, perform root-cause analysis, implement corrective actions and maintain operational, troubleshooting and knowledge-transfer documentation.
• Conduct client workshops, technical meetings, demonstrations and training; communicate complex GIS concepts clearly to technical and non-technical stakeholders.
• Maintain accurate project tasks, timesheets, risks, issues, change records, technical documentation and progress updates in the approved company systems.
• Mentor junior GIS resources, contribute reusable assets and knowledge, and continuously evaluate emerging GIS, AI, remote sensing, cloud, digital twin and spatial analytics technologies.
• Comply with company policies, quality procedures, information security controls, coding standards, change management and confidentiality requirements, and perform other related duties assigned by the direct manager.

Desired Candidate Profile

• Master's degree in GIS, Geomatics, Data Science or a related discipline is a plus.
• Esri technical certifications and relevant cloud, database, software development or project management certifications are advantageous.
• Experience in Qatar, the GCC, government, utilities, oil and gas, transportation, logistics, telecommunications, asset management, smart cities or similar enterprise environments is a plus.
• Advanced knowledge of ArcGIS Pro, ArcGIS Enterprise, ArcGIS Server, Portal for ArcGIS, ArcGIS Online and configurable Esri applications.
• Strong working knowledge of QGIS, GeoServer, PostGIS, GDAL/OGR and web-mapping frameworks such as OpenLayers, Leaflet or CesiumJS.
• Proficiency in Python, ArcPy, JavaScript/TypeScript, HTML/CSS, SQL, REST APIs and common geospatial data formats.
• Strong spatial database skills in PostgreSQL/PostGIS, Microsoft SQL Server, Oracle Spatial and/or Esri Enterprise Geodatabase.
• Knowledge of OGC standards, spatial ETL, data modelling, geoprocessing, raster/imagery processing, spatial analysis and performance optimisation.
• Understanding of Windows/Linux environments, web and application servers, cloud platforms, source control such as Git, and deployment practices.
• Strong analytical, troubleshooting, documentation, planning, client consultation and presentation skills.
• Ability to manage multiple assignments independently, collaborate across multidisciplinary teams and mentor junior resources.
• Professional proficiency in English; bilingual Arabic and English capability is highly preferred.
