The Procurement Officer MEP is responsible for managing the procurement of Mechanical, Electrical, Plumbing, HVAC, Fire Fighting, Fire Alarm, ELV, and related MEP materials, equipment, spare parts, and services required for construction and MEP projects. The position will ensure that materials and services are sourced at competitive prices, meet the required technical specifications and quality standards, and are delivered to the project/site within the required schedule. The Procurement Officer will work closely with the Project Manager, MEP Engineers, Quantity Surveyors, Commercial Department, QA/QC, Stores, Finance, and suppliers/subcontractors to ensure smooth procurement operations.
Desired Candidate Profile
- Bachelor of Engineering or any graduation
- Controlling & Coordinating with the Project Submittits, Procurement/ Contracts, Production, Logistics & Despatch division throughout the various stages of the project to align with project schedule.
- Identifies suitable bidders after referring to the project approved vendors for various supplies and services.
- Follows up with bidders and vendors to receive full technical details for the services/materials that has been requested and ensure that all commercial exceptions are properly clarified to ensure that no commercial exposure to the company can take place after placing of purchase order.
- Prepares commercial evaluations for all received offers in a tabulated format that allows for a clear comparison between different offers.
- Negotiate and finalize the best deal by issuing Purchase order/Sub-Contract based on criteria such as cost analysis, Lead time and payment terms and complies all the standard documentation to facilitate the procurement process.
- Responsible for commercial evaluations, expedition and payment follow-ups.
- Receive and review Purchase Requisitions (PRs) from project/site teams.
- Review BOQs, material requests, specifications, approved material submittals and project requirements.
- Identify suitable suppliers and subcontractors for MEP materials, equipment and services.
- Prepare and issue RFQs/RFPs to approved and potential suppliers.
- Obtain and evaluate multiple quotations to achieve competitive pricing.
- Prepare Technical & Commercial Comparison Sheets (TCS/CCS).
- Negotiate prices, payment terms, delivery schedules, warranties and other commercial conditions.
- Prepare and process Purchase Orders (POs) in accordance with company procedures.
- Follow up on purchase orders until complete delivery to site/store.
- Ensure purchased materials comply with approved specifications, drawings and project requirements.
