Job Purpose The Cost Control Engineer is responsible for planning, monitoring, and controlling project costs throughout the Engineering, Procurement, and Construction (EPC) project lifecycle to ensure projects are delivered within the approved budget and in accordance with contractual and organizational requirements.
Key Responsibilities Develop and maintain project budgets, cost baselines, and cost control procedures. Monitor project costs, commitments, and expenditures against approved budgets. Analyze cost variances and prepare cost forecasts, including Estimate at Completion (EAC). Prepare periodic cost reports, cash flow forecasts, and Cost Value Reconciliation (CVR) reports. Perform Earned Value Management (EVM) analysis to monitor project cost performance. Evaluate variations and change orders, ensuring their financial impact is accurately reflected in project budgets. Coordinate with Project Management, Planning, Procurement, Commercial, and Finance teams to ensure effective cost control. Ensure compliance with contractual requirements, company policies, and project cost control standards.
Qualifications Bachelor's Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Industrial Engineering, or a related discipline. Professional certification such as PMP, Certified Cost Professional (CCP), or equivalent is an advantage.
Experience Minimum 5–10 years of progressive experience in Cost Control and Project Controls within Engineering, Procurement, and Construction (EPC) projects. Proven experience managing project cost control activities across the full EPC project lifecycle. Experience in large-scale oil & gas, power, infrastructure, industrial, or construction projects. Strong experience in budgeting, cost forecasting, Earned Value Management (EVM), Cost Value Reconciliation (CVR), cash flow forecasting, and project cost reporting. Experience using Primavera P6, SAP/Oracle ERP systems, and advanced Microsoft Excel for project cost management. Experience working with international EPC contractors or multinational project environments is preferred.
Technical Skills Strong knowledge of EPC project lifecycle, project controls, and cost management principles. Proficiency in Primavera P6, Microsoft Excel, and ERP systems (SAP/Oracle). Sound understanding of budgeting, forecasting, EVM, CVR, cash flow management, and cost reporting.
