- Provide GIS services and technical supports for Industrial Cities Industrial cities infrastructure and urban development plan. Provide and perform GIS related analysis, plan and manage the overall GIS database of Industrial Cities GIS and coordinate its integration into corporate GIS portal.
- Gather, select, extract, integrate, calculate, publish, interpret and provide GIS data and information used in maps, charts, reports and documents based on departmental criteria such as aerial/satellite imageries, coordinate systems, geo-referencing, contours, service levels, elevations, property lines, right of ways, roadways, land allocation records, survey/site visits etc.
- Create, edit, update and prepare productive layers (feature classes) of GIS data, maps, charts, web maps, GIS portal and drawings using manual and automated methods; Develop, design and implement approved procedures and methods for performing applications and GIS business and portal solutions.
- May write, test, and debug complex programs and applications using various software tools (e.g. VB, ARC/IMS, SQL, PYTHON).
- Provide training / familiarization and/or technical assistance to departmental personnel and GIS users.
- Coordinate and liaise with QatarEnergy Geospatial Information Systems Section to ensure the flow of GIS data services. Work as focal point on all GIS related matters including process enhancement, systems upgrades, software requirements, formulate Quality Control procedures and updates.
- Perform activities and functions of related lower-level personnel as assigned or required. Coordinate, supervise, QA/QC the work of supporting GIS Technicians and related tasks and duties as assigned or required.
- Review, Sign and endorse excavation permit requests from contractors as needed.
- Create, re-create, track and publish (To Qatar Central GIS - CGIS) PIN (Parcel Identification Number) according to Industrial Cities Master Plan requirements and/or land allocation or survey records.
- To ensure the accuracy of proposals, project profiles, data, information, analyses, statement of requirements, procedures, etc. To comply with the corporate policies, standards and/or specifications.
- Effectively use assigned operating systems and software (e.g., ARCGIS and Pro (with all extensions including spatial analyst, 3D analyst, schematic, publisher, survey analyst, Data reviewer etc.) ARC/INFO, ARCGIS PRO, ARC/EDIT, ARC/IMS, ARC/PLOT, ERDAS Imagine, Autodesk Auto-Cad Map+3D, DOS, WINDOWS NT, WINDOWS 10/11 Enterprise, etc.).
- Effectively use both manual and automated cartography materials, instruments and equipment, including computer related hardware and peripheral equipment (e.g., digitizers, plotters, etc.) and software (e.g., ARC/IMS, ARC/INFO, ARC/EDIT, ARC/PLOT, etc.), in the performance of the work.
- Produce and reproduce maps and graphics reports and documents both manually and through the use of computer-driven plotters, printers, desk-top publishing, etc.
- Direct the work and provide technical assistance to assigned lower-level and related personnel.
- Analyze complex systems requiring coordination of diverse information and departmental user needs.
- Establish and maintain records and prepare accurate reports, drawings, etc., both manually and through automated methods.
- Communicate effectively, both orally and in writing.
- Establish and maintain effective working relationships with supervisors, associates, outside agencies and the general public.
- .Sc in Systems Analysis or B.Sc in a relevant engineering discipline or equivalent qualification.
- Post graduate education in System Analysis or relevant engineering discipline is desirable.
- Extensive knowledge of the principles, practices and techniques of Geographic Information Systems, and of ARCGIS, ARCGIS Pro, ARC/INFO ARC/EDIT, ARC/PLOT AML, Visual Basic is essential.
- Surveying, geography, cartography, land records photogrammetry, graphic design, planning techniques and principles needed to define, relate and prepare accurate maps and related data files.
- Automated and manual cartography, techniques, standards and equipment.
- Hardware, software, and communications components needed to support and integrate GIS, Publishing, CADD, PC and data processing capabilities; and of graphic data input and output methods including digitizing, scanning, file interchange, plotting and printing Ability to:
- A minimum of 7 years wide ranging GIS Analysis experience, 3 of which shall have been in a senior position.
- This experience shall include Analysis for Master Planning the urban infrastructure.
- At least 3 years of work experience in the Petroleum industry as a GIS Analyst.
